Admin commands are basically cheats that you can use to modify the game however you want. You can customize your experience by entering these commands and playing with what they give you in the game's giant sandbox.
You can use these commands in single player or in multiplayer, on a private server. A person just needs to have the right permissions to enter commands and this can be done through server settings or by using an admin password that you set.
Enabling administrator permissions
To bring up the admin command bar, simply press the Tab key on PC, L1+R1+Square+Triangle on PlayStation 4, or LB+RB+X+Y on Xbox One. You will then need to enable cheats, which is done by entering:
empower
Simply replace "password" with the password set for the admin password on the server.
This will then allow you to start entering cheats and commands for the game. Here are the commands you can enter and what they will do:
Administrative commands

Enables the administration user interface.

Log in as an administrator.
request manager
Allows people with a password to log in as a viewer.
active viewer cheat
Kills your character and puts you in spectator mode.

End of spectator mode.

SetMessageOfTheDay cheat
Sets a message for people connecting to the server.
cheat broadcast
Sends a message to everyone on the server.

Sends a chat message to all players connected to the server.

Send a private message to a player with their name.
triche ServerChatTo
Send a private message to a player with their Steam ID.
deceive god
Activate god mode (you can't die).
cheat fly
Gives you the ability to fly.
cheat on foot
Disable the ability to fly.
cheat teleportation
Moves the player forward in the direction they are looking until they encounter an object or terrain. If there is nothing in their path to hit, they teleport to 0,0 instead.
cheat teleporteridtome
Teleports the specified player to the current player.

Teleport to the specified player.
cheat slomo 5
Modifies the speed on the server, such as player movement.
trick the player
Freezes everything except for players.
cheat ghost
Turn on noclip so you can loop through solid objects.

Instantly tame a dinosaur.
DoTame
Tames target creature if it can be tamed.
cheat force
Forces the player to join the target tribe.

cheat giveexpoplayer
Give experience to another player.
cheat addexperience 1000 0 0
Gives you 1,00 experience points and the value can be changed.
cheat giver resources
Add 50 of each resource in the game to each player's inventory.
cheat infinitestats
Give yourself infinite food, water, stamina and carrying capacity.
cheat list
Show all players on the server with their Steam ID.

Kick the player from the server.
ban player
Bans the player from the server.
cancel the ban
Cancels player from server.
deceive all enemies
Kills all enemies on the server, though they eventually respawn and also kills tamed dinosaurs.
cheat hurt
Deals a specified amount of damage to your character.
togglegun
Enables/disables the visibility of your equipped weapon or tool.

Change the time of day.

Teleports your character to the specified coordinates.
saveworld cheat
Save the current world state.
cheat stop
Leave the current world.

Put your character to sleep or wake him up.
deceive the invisible true/false enemy
Causes all mobs to ignore you, even when attacking.
cheating destroys everything
Destroy all dinosaurs or objects of the given class name.

Immediately kill the specified player.

Summons the specified item or dinosaur to your location.

Makes any structure or dinosaur you look at yours.

Show you frames per second.

Force yourself as an administrator of a tribe.

Remove the admin from a tribe.

Gives you all structures in a string.

cheat destruction
Destroys the object or dinosaur you are looking at.

ChangeSize cheat
Modify the current size of your character, to some extent.

Unlock all crafting recipes.
