Banshee-44 is in the tower, almost immediately after you spawn there. Just turn a little right and run, and you'll find Banshee 44 behind his stall, ready to sell you Engrams and Mods.
At the Banshee-44 stand, you can collect weekly and daily bounties from the gunsmith. These reward you with valuable resources when you complete them. You can also hand in weapon parts for Engrams, which will drop different weapons. Banshee-44 can give you access to some great weapons like the Antiope-D and Black Scorpion, so feel free to farm those Engrams until you get those weapons.
You can use Mod Components to buy mods and trade resources to get Upgrade Mods, Enhancement Prisms, and Ascendant Shards.
