All of this and more can be done at NXX's headquarters in Tears of Themis.

Earn the Headquarters level to access the Resource Request, Records Room, and Organization Study Room at NXX Headquarters. Players can find the NXX Headquarters at the bottom center of the game's homepage and at the end of Episode 04, Chapter 02 of the game's main story, they will have access to request resources and in the file room. Completing Episode 04 Chapter 15 will grant players access to the Headquarters Study Room.
The NXX Headquarters upgrade increases the level of headquarters facilities. Players complete tasks at NXX Headquarters, which include submitting resource requests to NXX investors, obtaining research materials by investigating newer or ongoing NXX cases acquired from the Big Data Lab in the room files. Players will then take research materials obtained from the File Room, to increase the level of trust in the Study Room, once access is granted.
Upgrading vision cards in ToT also grants players the Headquarters EXP needed to upgrade facilities.
